The British government is finally implementing a cap on its annual intake of skilled migrants from next April. This would definitely pose difficulties for many applicants especially the highly-skilled professionals from India, specifically those working in the field of services and healthcare.

According to Damian Green, the Immigration Minister for Britain, there would be an annual quota. The first of these quotas would begin in April next year which would be executed for Tier I and tier II. Tier I caters to the highly skilled professionals where as Tier II caters to those applicants who already have a job offer in prior. He also said that Britain is not attempting anything strange in its annual quota.

An interim quota has already been implemented in the meantime which has started from July 2010 till March 2011 before the final cap is set. This involves a limit of 5,100 for tier – I and around 20,000 for the Tier II category. As of now, this can be considered as a short respite for the IT professionals from India. The Indian IT industry is completely dependent on Intra Company Transfer or the ICT route to send professionals to Britain. This has not been included in the interim quota with talks being on with the associations from the industry regarding the use of ICT after April next year.

On the issue, Mr. Som Mittal, President for Nasscom said that the industry of technology feels that these quotas should not be executed on the ICT professionals. According to the data, these professionals reside in the nation for less than two years, so it is not related to immigration but instead is about trade. Mr. Mittal would also be meeting the Migration Advisory Committee to discuss this matter in London.

With the recently released Australian National Budget 2010-11, the federal government announced that it would be more focused on the skilled migration program and addressing the problems like skills shortages. However, the government will keep the size of the program same as it is now.

The country’s immigration minister said that the overall migration program is going to be the same as it is at present with a total of 168,700 places, including 54,550 places for family stream; 113,850 places for skill stream; and other 300 special eligibility places. The government has also made it clear that its main focus would be on employer-sponsored skilled migration.

Below are a few more highlights of the budget plan for 2010-11 on immigration front:

  • For the year 2010-11, the net level of skilled migration is boosted by 5750. Along, the employer-sponsored skilled migration program will get a supplementary 9150 places, which will be balanced by a reduction of 3600 GSM places.
  • A total of 200 supplementary visas will also be offered under the business skills visa category.
  • The family migration level will be lessen by 5750 places.
  • The mining, along with construction sectors gain a funding of 300 million dollars to counter skills shortages.
  • A total of 772 million Australian dollars funding will go towards primary health care; 355 million dollars (Australian) for the betterment of existing clinics; and 523 million dollars (Australian) towards assisting nurses.

All these measures are said to be a part of the federal government’s assurance to bolster the economy. The Australian immigration minister believes the new structure of the migration program would help the government’s goal of meeting the shortages of highly skilled workers in the country in fields like engineering, mining and healthcare.

President Barack Obama recently affirmed that he holds his undertaking towards the Immigration laws and went on to say that his commitment towards the betterment of the Immigration system is dedicated and unchanged.

Although details of the update are not confirmed yet, Graham confirmed that the draft includes stringent border security, an attempt to prevent illegal immigrants from getting employment in the U.S.

The blueprint is also decked with a rational plan to deal with undocumented workers residing in the U.S., confirmed Graham. He said that Immigration reform does not mean quantity deportation of illegal people or putting them into jail, but a genuine system that would confirm equal rights for everyone.

Graham expressed his views that their effort towards Immigration reform would collapse if healthcare reconciliation takes place. He said that reconciliation would make it hard for Congress to collaborate for a critical topic like Immigration.

Obama also said that he is looking forward to the promising works by the two Senators, a work that holds the capacity to resolve the status of millions of undocumented applicants residing in the U.S
