Quebec Immigration in 2024- New Pathway, Simplified Requirements

Recently, the Government of Quebec unveiled a series of new Quebec immigration policies to boost the inflow of skilled newcomers and make Quebec an attractive destination for overseas workers. The majority of the changes include economic migration streams and language proficiency requirements. The new policies emphasized increasing the number of immigrants to Quebec and attracting young people to address labour shortages in critical industries.

The Government of Québec submitted their Québec Immigration Plan and the Multi-Year Immigration Plan for 2024-2025 (from now on, “the Plan”) to the Assemblée nationale du Québec on November 1, 2023. After many consultations and considerations, the migration plan allocates 50,000 visa places for 2024 and 2025, continued admissions of international graduates under the Quebec Experienced Program (QEP), and excludes temporary foreign workers. Changes are also being implemented regarding French language proficiency requirements.

Quebec will invite 6, 500 graduates from French-language skills and another 6,000 who had applied to immigrate to Quebec under entrepreneur, investor, and self-employed streams. However, the majority of newcomers will arrive Quebec through economic migration programs. The government has allocated 31, 950 places for this stream. The target for skilled workers will increase from 30,650 in 2024 to 31,500 in 2025.

Majority of applications will be accepted under the Quebec skilled worker program from workers in:

  • Food processing
  • Orderliness
  • Information and Technology
  • Artificial Intelligence
  • Visual effect industry

Moreover, the new immigration scheme has made French language proficiency mandatory for applicants seeking to participate in the immigration programs. Applicants in the Quebec Experience Programme (PEQ) and the Quebec Regular Skilled Worker Programme (QSWP) must secure at least 7 in the French language test.

With effective from January 1, 2024, immigrant entrepreneurs are required to demonstrate French language proficiency as part of the Quebec immigration application process. The rule applies to all business migration programs, including Entrepreneur, Self-Employed, and Investor streams.
